REGULAR MEETING

AUGUST 23, 2021 at 7:30 PM

BENONA TOWNSHIP HALL

The regular meeting was called to order at 7:30 PM by Supervisor Fleming, with all Board members present, except Van Overbeke, and one visitor in attendance. A motion was made by Shaw and supported by Smith to approve the agenda with the addition of “Marina Sign” Old Business. All members-aye, motion CARRIED. The minutes of the July 26, 2021 Regular meeting were reviewed and a motion was made by Neuman and supported by Shaw to approve the minutes with one correction. All members-aye, motion CARRIED. The minutes of the July 26, 2021 Truth in Taxation hearing were reviewed and a motion was made by Fleming and supported by Neuman to approve the minutes as submitted. All members-aye, motion CARRIED. The minutes of the July 20, 2021 Special meeting were reviewed and a motion was made by Smith and supported by Neuman to approve the minutes as submitted. All members-aye, motion CARRIED.

Treasurer’s report: Neuman submitted a report on township financial standings for July. She has been collecting 2021 Summer Taxes, and $716,784.62 has been collected to date, approximately 40%. Neuman attended the Stony Lake Improvement Board on August 14th. A resolution was adopted to proceed with a five year improvement program. She prepared and mailed tax distributions and changed addresses as requested. A motion was made by Shaw and supported by Smith to authorize payment of the bills in the amount of $28,381.41, with the addition of any late arriving bills. Roll call vote: Smith-aye, Shaw-aye, Fleming-aye, Neuman-aye; motion CARRIED.

Clerk’s report: The minutes of the Regular meeting were completed and the synopsis was sent to the local paper. The minutes of the July 20, 2021 Special meeting and the July 26, 2021 Truth in Taxation hearing were also completed. Copies were sent to the Trustees and to Troughton for the website. The L-4029 millage request was submitted to the County Clerk and the Equalization Department. All papers for the ARPA funds were completed and submitted. A FOIA request was completed for Lori Green. Ross Fritcher was contacted about the unsecure e-mail issues. Late arriving and time-sensitive bills were prepared. The budget for July was completed and all accounts were reconciled. The agenda, Profit & Loss report, checks, and checklist were prepared for the regular meeting. Shaw met with a cemetery lot owner about the placement of his mother’s monument.

Trustees’ report: Smith asked when the second brine application will be and Fleming replied he requested it two weeks ago.

Fire Board report: Smith reported that there were 19 runs in July. Matt Gilland was appointed from probationary status to firefighter. Bills totaling $49,429.73 were approved for payment.

Parks report: None

Planning Commission report: Minutes of the August 12, 2021 meeting were submitted.

Supervisor’s report: Fleming reported that he monitors the roads, cemeteries, and parks regularly. He noted that the Grant Rd. project is being paved. Fleming attended the Fire Board meeting and contacted the Road Commission regarding Grant Rd., 44th Ave., and to order a brine application.

Assessor’s report: None

Zoning Administrator’s report: Airy submitted a report on his activities for July. Permit activity for July 2021: Regular Zoning permits-10, RV permits-1. He also processed two marina rental slips.

Township Maintenance: Fleming reported that they will be reseeding the grass at the Benona Township Cemetery this fall.

Old Business: Fleming noted that it might be advantageous to add a second sign to the post at the marina so that one will be visible from the water and one will be visible from the park. A motion was made by Shaw and supported by Smith to approve the purchase of a sign at the marina for $110.00. All members-aye, motion CARRIED.

Public Comment/Presentations: Jo Kelly was present and noted that the fire extinguisher training at Little Point Sable was very helpful and appreciated by the residents. A motion was made by Shaw and supported by Smith to adjourn, and the meeting was dismissed at 8:20 PM.
