REGULAR MEETING
AUGUST 22, 2022 at 7:00 PM
BENONA TOWNSHIP HALL

The regular meeting was called to order at 7:10 PM by Supervisor Fleming, with all Board members present, and 3 visitors in attendance. A motion was made by Shaw and supported by Neuman to approve the agenda as submitted. All members-aye, motion CARRIED. The minutes of the July 25, 2022 Regular meeting were reviewed and a motion was made by Neuman and supported by Smith to approve the minutes as submitted. All members-aye, motion CARRIED.

Treasurer’s report: Neuman submitted a report on township financial standings for July. All income has been deposited and entered into QuickBooks. Neuman and has collected $718,544.46 in summer taxes to date, which represents 929 parcels and is approximately 39% of the total. She also prepared and mailed tax distributions. Address changes are ongoing. Neuman also attended the Public Accuracy testing of the voting machine on July 27, 2022. A motion was made by Shaw and supported by Smith to authorize payment of the bills in the amount of $15,323.88, and the addition of any late arriving bills. Roll call vote: Smith-aye, Shaw-aye, Fleming-aye, Neuman-aye, Van Overbeke-aye; motion CARRIED.

Clerk’s report: The minutes of the Regular meeting were completed and the synopsis was sent to the local paper. Copies of all minutes were sent to the Trustees and to Troughton for the website. Late arriving and time-sensitive bills were prepared. The monthly budget for July was completed and all accounts for July were reconciled. The agenda, Profit & Loss reports, checks, and checklist were prepared for the regular meeting, as well as the agenda for the public hearing. The notice of the Public Hearing was posted and published as well as the approved Zoning Amendment. There was a good turn-out for the August Primary, and both the Library Millage Proposal and the Road Millage Proposal passed. The Library Millage proposal for the November General Election was submitted and later cancelled following the election. Four burial spaces were marked and two lots sold.

Trustees’ report: None

Fire Board report: Smith reported that there were 19 fire runs and 20 medical runs in July. There was some damage to the right rear corner of truck #271. They are restructuring officers in the department and hope to have that done by December 1. Bills totaling $4,017.73 were approved for payment.

Parks report: None

Planning Commission report: Minutes were submitted for the August 11, 2022 meeting. Supervisor Fleming noted that they are reviewing Solar Farm ordinances from other jurisdictions.

Supervisor’s report: Fleming reported that he monitors the town hall, roads, cemeteries, and parks weekly. He is in communication with the Maintenance Manager, grounds crew and other officials at the town hall regularly. Fleming attended the Public Accuracy Test on July 27th and the Fire Command meeting August 11th.

Assessor’s report: No report was submitted for August.

Zoning Administrator’s report: Bizon submitted a written report for August. Bizon processed 6 Zoning permits, and 1 Critical Dune permit.

Old Business: A motion was made by Shaw and supported by Neuman to approve the contract with Shelby Area District Library. Roll call vote: Smith-aye, Shaw-aye, Fleming-aye, Neuman-aye, Van Overbeke-aye; motion CARRIED.

New Business: None.

Public Comment/Presentations: Garry McKeen reported that 60% of the engineering for the Marshville Dam project is completed and they hope to apply for grants by early November and solicit bids by spring. A motion was made by Shaw and supported by Smith to adjourn, and the meeting was dismissed at 7:42PM.
